ELBA CITY COUNCIL
The City Council is the legally constituted lawmaking and policy-making body for the City of Elba.
Duties of the City Council include: adopting an annual budget; enacting policies concerning the operation of the city; enacting local ordinances; and appointing the Police Chief, Municipal Judge, City Attorney, City Clerk, and members of the various boards.
Johnathan Lockett, Councilperson, District 1
Johnathan Lockett is the Elba City Councilperson for District 1 and serves on the Elba Abatement Board. Johnathan is a 2005 graduate of Elba High School. He later attended Lurleen B Wallace in Andalusia & transferred to Troy University. Johnathan serves as an elder at the Harris Temple Church of God in Christ in the Mulberry Heights Community and is actively involved throughout the ranks of the Church of God in Christ in which the Headquarters is in Memphis, Tennessee.
Gappa Wise, Councilperson, District 2
Gappa Wise is the Elba City Councilperson for District 2. He is a 1988 graduate of Elba High School and Auburn University. He is a local contractor and attends First Baptist Church. He is married to Mona Kelley Wise, and they have three boys, all of whom attended Elba Schools.
Jane B. Brunson, Councilperson, District 3
Jane Brunson is the Elba City Councilperson for District 3. Jane is a native of Fort Payne, AL, and is a 1979 graduate of The University of Alabama with a BS degree in Accounting. A Certified Public Accountant, she has worked for the past 28 years in the tax practice of Carr, Riggs and Ingram in Enterprise. Throughout her career, she has worked in accounting and banking in Louisiana, Florida, and Alabama.
Jane was elected to the Elba City Council in 2012 and is now in her third term representing District 3. She currently serves as Chairperson of the City of Elba Water Works and Electric Board and represents the City of Elba on the PowerSouth Energy Cooperative Board of Trustees. She is a member of the Elba Cemetery Board, Elba Rotary Club, and Covenant Community Church.
She and her husband, Jack, have four adult children and four grandchildren.
Bryan Grimes, Councilperson, District 4
Bryan Grimes is the Elba City Councilperson for District 4 and serves on the Elba Water and Electric Board. Bryan is a 1975 graduate of Elba High School. Bryan successfully farmed alongside his father on the family farm for thirty plus years. He continues to own and manage the family farm. Bryan retired from the Alabama Army National Guard after 42 years of service. He served one year in Operation Iraqi Freedom and is a Disabled Veteran. Bryan is an active member of Westside Baptist Church where he serves as Chairman of the Deacons. He serves as President of The Coffee County Farmer’s Co- Op Board of Directors and is involved in several other Community projects. Bryan is married to the former Anita Sessions. They have two children and five grandchildren.
AR Williams, Councilperson, District 5
AR Williams is the Elba City Councilperson for District 5. He is a US military veteran, and attended ESCC. He previously served on the Elba City School board for over two decades. He has served as pastor of Rocky Head MBC of Elba, AL for 38 years and Shiloh MBC in Brundidge, AL for 33 years. He is also the owner of BN Changed construction company, serving many throughout the local area. He is married to Bessie Tyson, who is also a native of Elba, AL, and they have four children.
